I have the honour to acknowledge the receipt of your letters dated 9th and 11th September, in which you complain of delay in the transmission of a message sent by the Duke of Buckingham to the Captain General and Governor of Hong Kong on the 7th April 1868.
I have now received the answer of the foreign authorities upon the subject; and it appears that the delay in despatch took place on the Turkish or Ottoman lines, but the Administration refuses to reimburse the amount paid for the message.
